Judith Arnal
Senior Fellow, Elcano Royal Institute
Judith Arnal is a senior researcher at the Elcano Royal Institute, an independent advisor to the Bank of Spain and a member of its Audit Committee. She is also a member of the Scientific Council of the Elcano Royal Institute. In addition, she is a senior associate researcher in financial regulation at the Centre for European Policy Studies (CEPS) and the European Credit Research Institute (ECRI) and teaches international finance at the Instituto de Empresa.
She has extensive professional experience. She has been an advisor to the Official Credit Institute, the Spanish public company responsible for promoting the Red.es Digital Agenda, and ENISA, the Spanish public company for the promotion of start-ups. She worked for 10 years at the Spanish Treasury, becoming director of the Technical and Financial Analysis Office and chairing the Financial Sandbox Coordination Committee, as well as a subcommittee of the Spanish Macroprudential Authority (AMCESFI). She has also been chief of staff to the first vice-president and minister of Economy and Digital Transformation of the Spanish Government.
At European level, she chaired the Eurogroup Working Group Task Force on Coordinated Action for more than three years. Under her chairmanship, the technical details of the reform of the European Stability Mechanism (ESM) were prepared: joint support for the Single Resolution Fund, reform of precautionary financial assistance programmes and revision of the debt sustainability framework. Other issues relating to the Banking Union were also discussed, such as liquidity in resolution.
Judith holds a PhD in Economics and Business from the University of Navarra and is a State Economist and Commercial Technician. She has received several awards, including the Garrigues Award for Best Young Lawyer.
